Man rams police car,officers discplined for 'over use of force

Police dash cam:Two St. Joseph police officers will be disciplined after roughing up a suspect following a pursuit back in January.

Police said this unfolded New Year's Day when officers spotted an SUV driving erratically.

Police believed the driver was drunk.

When the guy wouldn't pull over, they began a pursuit.

That pursuit eventually ended at 32nd and Locust.

That's where the suspect, Ivan Ball, rammed his vehicle into a police cruiser.

During a struggle to prevent Ball from fleeing, one of the officers struck Ball in the face.

Another officer used his knee to kick the suspect.

Both incidents were logged by the officers and dash cam footage was used as evidence.

Ball was not injured and didn't file a complaint but investigators said the force used wasn't warranted.

The officers involved are not being named, and the department wouldn't provide details about what type of discipline is being taken.

As for Ivan Ball documents show he pleaded guilty to assault and attempted assault on officers.

He's now serving three years in prison.


It begins with a chase through the streets of St. Joseph in the early hours of New Years Day.

Officers begin pursuing an SUV believing the driver is drunk.

When the driver realizes he's blocked by two police cars at Locust and 32nd, he tries backing up and the chase comes crashing to an end.

Officers jump from their cars with guns drawn as suspect Ivan Ball keeps accelerating.

An officer repeatedly punched Ball in the face through the passenger side door.

Then as Ball is thrown to the side of the road another officer kicks the suspect.

This punching and kicking has lead to trouble for these two officers.

St. Joseph police policy states force may be used when warranted but in this case police said there was a policy violation.

Captain kevin Castle said the dash camera was used as evidence after the incident.

But it was actually the officers themselves who admitted to their use of force in their incident reports.

In the report obtained by KQ2, Officer B.J. Fisher wrote, "I struck Ball in the face several times attempting to prevent him from operating the motor vehicle."

Officer Aaron Beene stated, "I knee struck the struck the suspect several times and he complied with my order to put his hand behind his back."

The police department won't say what disciplinary action is being taken but the decision was made after a long and thorough investigation.

"The use of force is a big responsibility on us and the public trusts us to use those tools appropriately," said Castle. "I take a great deal of pride here in not having issues like this, and part of it that we do review it and take it seriously."

The department said one of the officers disciplined has filed an appeal in his case.

The suspect, Ivan Ball, did not actually file a complaint after he was roughed up.

He has since been sentenced to three years in jail for assault and attempted assault on officers.
